When A Whale Goes Trick Or Treating, What Does It Wear?

Well, this, of course....

Liz Climo, an artist who works on Fox's "The Simpsons" by day, spends her off-hours imagining animals who seem to be imagining being little humans. I like this little guy.

You can find tons of these toons on Liz's blog called, "Hi, I'm Liz". For the past few weeks, she's been getting her animal friends ready for Halloween, the theme being, "What should I wear?" There are black bears, grizzlies, raccoons, skunks, gators, foxes, gophers, all of them trying on different wraps, props, and showing off to each other, but I guess the most talented of the bunch is an armadillo (or is it an anteater?) who figured out he could tuck himself into a sphere and pass as one of those things very tall humans drop into string baskets...

That's inspired. Except he's (I've decided it's a "he") is going to have to unwind to get his treat, or nobody would know. I mean, no mom is going to give a sugary bag of ants to a basketball.

Storm Stalls Presidential Politics

THE LATEST ON THE STORM: ABC's weather guru Sam Champion reports: Sandy came on shore packing the punch of a Super Storm. It's is currently bringing heavy snow storms inland, and tropical storm force winds over the entire eastern seaboard. In New York, Sandy brought a record high tide of nearly 14 feet in the Battery. Unprecedented flooding caused back-up generators to fail at NYU medical center. Power is out in most of lower Manhattan and the latest estimates have more than 7 million people without power in 11 states. SANDY AND OBAMA: ABC's Senior White House Correspondent Jake Tapper reports from Orlando, Fla.: Overnight President Obama spoke with Governors Cuomo (New York) and Christie (New Jersey), as well as Mayors Bloomberg (NYC), Healy (Jersey City) and Booker (Newark). White House officials say the president was updated throughout the night on the impacts of Sandy as it came ashore and moved inland. As for the Major Disaster declarations announced this morning for New Jersey and New York - they provide additional federal resources to the state as they respond - it makes additional federal funding streams (for additional activities) and resources available on top of all that has already been made available, including through the emergency declarations for both states that the President granted before landfall.

SANDY AND ROMNEY: The Romney campaign announced that today Mitt Romney is scheduled to attend a storm relief event at the James S. Trent Arena in Kettering, Ohio, where he will help collect donations for storm-relief efforts. In addition: "Paul Ryan will be in Wisconsin to drop by the La Crosse Victory Center in La Crosse and the Hudson Victory Center in Hudson, where he will thank volunteers who are delivering or collecting items for storm relief efforts. ? And Ann Romney will also attend events in Wisconsin and then travel to Iowa. She will visit the Green Bay Victory Office in Wisconsin, the Davenport Victory Center in Iowa as well as the Cedar Rapids Victory Office in Iowa, where she will participate in storm relief collection efforts. She will then attend a Victory Rally at the Temple for the Performing Arts in Des Moines, Iowa."

THE NOTE:

Exactly one week from today Americans across the country will go to the polls to pick the next president of the United States.

But this morning people in many parts of the East Coast are waking up to the destruction left in the wake of what one ABC News reporter described as a "liquid fist" that pounded the mid-Atlantic and Northeast.

According to the Associated Press, the storm took the lives of "at least 17 people in seven states" and cut off power to nearly 7.5 million residents.

Both presidential candidates curtailed their campaign schedules yesterday and while President Obama remains in Washington, DC to monitor the storm situation from the White House today, his opponent, Mitt Romney, attends a storm relief event in Ohio.

Campaign surrogates, including Bill Clinton and Ann Romney, will continue to hit the trail. And as ABC's Jonathan Karl points out, the campaign has not entirely come to a halt. Both sides traded attacks over dueling television ads on the auto bailout yesterday and those ads continue to run on cable and broadcast in the states.

Meanwhile, in response to recent polls and signals from the campaigns, ABC News moved two states - Minnesota and Pennsylvania - from "Solid Democratic" to "Lean Democratic" (more on that below).

But whatever might happen next Tuesday, it's clear that today, as the effects of the storm continue to be felt further north and as recovery and clean-up efforts begin, presidential politics will not be the focus.

Tomorrow, of course, is another day.

ABC's RICK KLEIN: The trail isn't supposed to come to this kind of dead end, and nowhere in a campaign playbook does a path out of it get mapped. Beyond disruptions in early voting and actual campaigning, there's the news vacuum in Sandy's wake. President Obama can tour damage and Mitt Romney can sling supplies, but the fact is neither candidate knows quite what to do after that. The campaign ads continue unabated - and never have they seemed more discordant than when the break up scenes of devastation. Politics will return faster than power in many homes, but the campaign must and will feel different over the last week.

CHRIS CHRISTIE: 'THE ADMINISTRATION? HAS BEEN OUTSTANDING.' Speaking to ABC's George Stephanopoulos on "Good Morning America New Jersey Gov. Chris Christie had high praise for the administration's handling of the storm so far. "I have to say the administration, the President himself and FEMA Administrator Craig Fugate have been outstanding with us so far" Christie said. "We have a great partnership with them, and I want to thank the President personally for his personal attention to this." And in an interview on Fox News, Christie said now was not a time for politics: "I have a job in New Jersey that is much bigger than presidential politics," he said. ABC MOVES PENNSYLVANIA, MINNESOTA FROM SAFE TO LEAN. ABC News Political Director Amy Walter explains the changes to the electoral map: With one week to go, states that were once considered Obama strongholds now look less solid. Republican groups are putting resources into Minnesota and Pennsylvania. Team Obama brushes off these incursions as wishful thinking by Republicans, but noticeably they are putting money and muscle into both states. Minnesota has been added to Bill Clinton's schedule. BIDEN, CLINTON CAMPAIGN IN OHIO AS OBAMA MONITORS HURRICANE SANDY. While Hurricane Sandy punished the East Coast, Vice President Joe Biden and former President Bill Clinton stayed on the campaign trail Monday, speaking at the Covelli Center in Youngstown, Ohio Monday afternoon reports ABC's Arlette Saenz. President Obama canceled his campaign appearances for Monday and Tuesday to monitor the hurricane from Washington. Biden and Clinton, campaigning together for the first time this election cycle, did not let up on their attacks on the GOP ticket, furthering the criticism of Mitt Romney for a misleading campaign ad suggesting President Obama allowed Jeep operations to move to China. POLITICS OF FEMA: MITT ROMNEY SUGGESTED LESS FEDERAL INVOLVEMENT. Should FEMA be reformed to put a stronger emphasis on the states and less of an emphasis on federal aid? "Absolutely," said Mitt Romney during a June 13, 2011, GOP primary debate. SWING STATE SNAPSHOT: WILL VIRGINIA STAY WITH OBAMA? In this final week before the election, ABC News takes a closer look at the 10 battleground states that will make or break the election. A wild card in declaring a winner on Election Night could be thousands provisional ballots. Microsoft 'all in' with Windows 8, Windows Phone 8 - Know Your Cell











The way Microsoft CEO Steve Ballmer describes it, there have been three seminal moments for the company: the release of the IBM PC, the Windows 95 launch and the recent launch of Windows 8 and Windows Phone 8. The company is "all in" with Windows 8, Ballmer said during the company's Build 2012 conference keynote.?

Microsoft calls Windows 8 the "reimagined" version of Windows and it's actually quite a dramatic departure from previous iterations. One look at the touch-friendly, always-updating tile interface and you can clearly see that Microsoft is taking the tablet and mobile future seriously.?

Although it was never said, it's clear that the iPad has had a big impact on the look and feel of Windows 8. As we potentially move to a post-PC world where users just want an easy-to-use computing appliance, Microsoft has made drastic changes to its bread and butter to perform well on a new class of devices. That includes the Microsoft-made Surface tablet, as well as the traditional desktop and laptops.?

You could even say that it all started with the mobile side, as the live-tile interface first debuted with Windows Phone 7 two years ago. Microsoft recently introduced Windows Phone 8?and it shares the same base-level kernal as Windows 8.

Ballmer acknowledged that Windows Phone has been a "small-volume player" but he believes there's tremendous upside for app developers. First of all, he said it will be the best companion platform for Windows 8. If PC sales and volume remain flat, we could still be looking at 400 million Windows 8 users by the time it's all said and done.?

He also said that thanks to Microsoft's services and the just-released Windows Phone 8 SDK, developers will be able to make the best apps on Microsoft's platform. That's obviously subjective but the company has done a much-better job of creating a platform that would be appealing to app makers.?

Also, don't ever say Microsoft doesn't know how to treat its developers. Everyone who attends Build 2012 will receive a free Microsoft Surface, 100GB of SkyDrive storage and a complimentary Nokia Lumia 920. You can be sure that received a lot of cheers.?

Ballmer wasn't exagerating when he said Windows 8 is a big moment for Microsoft, as it may be a major inflection point for the company. For years, Microsoft has held a near monopoly on computing and it has had the profits and clout to show for it.?

But over the last few years, the mobile space has really changed who the big players in computing are. Google's Eric Schmidt likes to describe the "Four Horsemen" of the tech world as Apple, Facebook, Google and Amazon - dismissing Microsoft as a well-run company but one that doesn't innovate.?

While that's just one man's opinion, it's clear that Microsoft is not going to have the market share it once had in the computing space because how we compute is changing. We'll soon have more phones than people out there and these will all be connected to the Internet and will likely be the primary computing device for many, particularly in the fast-growing emerging markets. Throw in the proliferation of tablets and Microsoft needed to make a drastic move like Windows 8 to remain relevant.?

I'm not going to go too far, as the company is still wildly profitable and Windows Phone 8, Windows 8 and Xbox Kinnect show that it still has plenty of innovation left. Windows 8 has already seen 4 million upgrades in three days and it looks like it will be a winner with many consumers.?

I still have my doubts about Windows Phone 8 even though I'm intrigued by it. The new hardware looks fantastic, the design of the software is cool and it looks like the app ecosystem is finally rounding into shape. Still, Microsoft is playiing for third place in the mobile space behind Android and iOS and I'm not certain I see that many reasons to switch other than wanting something a little different.?

For Microsoft's sake, let's hope I'm wrong.?

NEW YORK ? Hurricane Sandy may be delivering early holiday blues for retailers.

While long lines formed over the weekend at supermarkets, discounters and home-improvement retailers such as Home Depot Inc. and Lowe's Cos. as consumers stocked up on essentials and storm-related supplies, many retailers began shutting their doors as early as Sunday and remained closed on Monday.

Feds hope to have jobless report Friday as planned

WASHINGTON ? The Labor Department said it hopes to release October's unemployment report on Friday as scheduled, despite the closure of the federal government on Monday, and possibly additional days this week, because of Hurricane Sandy.

"The employees at the Bureau of Labor Statistics are working hard to ensure the timely release of employment data on Friday, Nov. 2," said Department of Labor spokesman Carl Fillichio. "It is our intention that Friday will be business as usual regarding the October Employment Situation report."

The report on October's unemployment rate and the number of new jobs added that month is the last major economic report before next week's presidential election. And a delay in the report until after the election would fuel conspiracy theories that the Obama administration was trying to withhold negative information.

Sen. Charles Grassley, R-Iowa, said Monday on Twitter that a delay would be "par for the course" for the administration.

"Why release something might hurt Obama elect?" Grassley wrote.

The median estimate of economists surveyed by Bloomberg is for 125,000 new jobs created in October ? up from 114,000 the previous month ? and for the unemployment rate to tick up to 7.9 percent from 7.8 percent.

In New York, for instance, stores closed their doors Sunday afternoon ahead of the city's mass-transit shutdown.

The storm isn't good news for retailers, which are bracing for what's already expected to be an overall disappointing October. Warmer-than-average weather was estimated to have hurt demand for cold-weather merchandise.

Sandy's impact will be felt in retailers' November sales in the critical holiday fourth quarter because the past Saturday marked the end of most retailers' fiscal October. Retailers are scheduled to report their October comparable sales results on Thursday.

"The overall impact is going to be a negative for November retail sales with store closings and consumers hunkering down at home during the storm," Krissy Klinger, a senior international business meteorologist at weather consulting firm Weather Trends International, told MarketWatch.

"Mall-based stores will probably take a big hit as consumers focused on discount retailers (such as Walmart and Target) and home centers (including Lowe's and Home Depot), basically steering shoppers clear of the malls."

Still, Klinger said while discount retailers will have seen a surge in traffic and sales before the storm, they also face a few days of reduced store traffic or store closings and will lose a day or two of sales, especially with lost Halloween sales, leading to "an overall negative" impact.

In New York, Mayor Michael Bloomberg announced that the mass-transit shutdown likely would continue into today. That will translate to continued store closings.

Home-improvement retailers such as Home Depot and Lowe's may be the only segment with a net positive impact as they could see a "small boost" from Sandy overall with consumers stocking up on emergency supplies before the storm and then revisiting the home centers to fix any damage done to their homes, offsetting any negative impact of store closings, Klinger said.

"The overall increase in customer traffic due to consumers dealing with the storm is likely higher than the 'normal' weekly crowd at the home centers," the meteorologist said.

As of Monday morning, 12 Home Depot stores were shut in the New York and New Jersey area while other stores that are open have extended hours with truckloads arriving at stores Monday with new supplies to restock the shelves, spokeswoman Meghan King said, adding more than 300 Home Depot stores could be affected by the hurricane.

Shoppers have been buying plywood to cover windows, fasteners to secure plywood, hurricane shutters, flashlights and batteries, water, ice chests and battery-powered radios, she said.

At Home Depot's rival Lowe's, 62 store closures were scheduled for Delaware, Maryland, New Jersey and New York, spokesman Steve Salazar said Monday, adding as many as 200 stores are in the affected zone. Lowe's has sent more than 400 truckloads of generators and water directly to its stores in the past four days.

At Sears Holdings Corp., tools and generators were flying off the shelves at the Sears chain while consumers were buying perishable items such as food and water as well as blankets at Kmart, spokesman Tom Aiello said. By early Monday afternoon, the company shut 115 stores, with some closings the result of road closures and power outages.

Target, which has more than 200 stores in the affected zone, shut 14 stores as of Monday morning, mostly in New York and New Jersey, and predicted additional closures Monday and into today and Wednesday, spokeswoman Jessica Deede said, adding 16 stores in Virginia were closing Monday afternoon. She said the retailer also has been restocking shelves with essential items.

Walmart said Friday about 800 of the company's stores and Sam's Clubs could be affected by the storm. As of Monday afternoon, 88 of its stores were closed, mostly in Connecticut, New Jersey, New York, Pennsylvania and Delaware, the company said on its website.

Victoria's Secret parent Limited Brands Inc. closed 160 stores on Monday, spokeswoman Tammy Roberts Myers said.

With New York's airports closed and thousands of flights cancelled, it will take days for air travel to return to normal after hurricane Sandy. But precautions taken by airlines could ease the process.

Flooding means it's unclear when New York's LaGuardia Airport will reopen. But as the storm moves inland, limited air travel has resumed in the Northeast.

On Tuesday, for example, Alaska Airlines? morning nonstop from Seattle to Boston was back in action, after being cancelled Monday. While en route, Flight 12 was actually scheduled to land at Boston's Logan Airport a few minutes early.

But many thousands of travelers who were still searching for ways to, from, or through East Coast airports, confronted the following realities:

? Sandy has resulted in over 18,100 flight cancellations so far, including nearly 8,000 on Monday and more than 7,000 on Tuesday.

? The major New York City area airports remain closed with no estimated reopen time.

? Airports in Washington, Baltimore, Philadelphia, and Boston were open but operating with limited flights.

? Passengers are reporting wait times of several hours at most airline call centers.

?Every airline is allowing fee-free changes (and refunds in some cases) for itineraries potentially impacted by the storm,? FlightAware said?in a Tuesday afternoon status report, which contained the flight-cancellation totals.??The best way to make flight changes is on airline websites."?

Some passengers have been helped in rebooking by posting Twitter updates about their plight, with a mention of the airline involved.?Even as airlines work to restore service and rebook passengers, the tally of Sandy-related flight cancellations could grow.

But when the airports do reopen, lessons that airlines learned the hard way from previous storm-induced disruptions to regular service should help the airlines restore service more smoothly and quickly, even if they?re dealing with a substantial backlog.

"It will probably take until the weekend for things to return to normal," Rob Maruster, chief operating officer of New York-based JetBlue Airways, told the Associated Press.

Taking a page from a new bad-weather playbook, airlines that had been tracking Sandy for days moved quickly to cancel flights in advance, keeping passengers from congregating in terminals (nothing good can come of that), aircraft scattered at other airports out of harms way, and flight crews and airport staff rested and fresh for the resumption of business.

"The last few major storms created such gridlock, and such bad will with their best customers,? airlines ?just had to shift their behavior," Kate Hanni, who heads up the passenger advocacy group Flyers Rights, told the AP. "The flying public would rather have their flights pre-cancelled than be sleeping in Chicago on a cot."

County renews health insurance policy - Daily Statesman

BLOOMFIELD, Mo. -- The Stoddard County Commission voted to continue the insurance policy for county employees through Anthem Blue Cross and Blue Shield with no changes in the policy at its regular meeting Monday. The commission did not decide whether to change the deductible or consider having employees pay a part of the premium. They are to take those issues up at a later date. The estimated total premium increase could be as much as $81,929.76 or as little as $39,710.40 per year, depending on what the commission decides about the deductible.

Currently the county has a health insurance plan with a $5,000 deductible. The county pays the first 4,000 of the deductible for each of the employees. There are currently 15 employees on the plan.

The commission approved continuing the current health insurance Monday to qualify for the early submission discount, which amounts to approximately $9,000 for the year. The county showed a 108 percent loss ratio for the past year.

Danny Young, agent with Young Insurance in Bernie, said the loss ratio was a factor in the premium increase. He noted that those with a loss ratio of less than 85 percent received rebates last year.

"We do not have much choice for 2013," Commissioner Frank Sifford stated. "No other company even wants to look at us."

Sifford went on to say there was a lot of uncertainty about health care insurance, and there were many possibilities depending on the outcome of the election. He went on to say that the next commission should look at going to a health savings plan.

"I think this is the way to go," said Sifford. "I think this is going to be the future."

Young stated, "None of the changes are going to make it any cheaper."

Sifford said making the change to a health savings plan would be a "bookkeeping nightmare."

Presiding Commis-sioner Greg Mathis asked Commissioner Carol Jarrell what she wanted to do about county health care insurance.

Jarrell asked for a clarification of the options. Young said option one would increase the doctor's office co-pay from $25 to $30 and increase prescription co-pays from a tier of $10, $35 and $60 to a tier of $15, $45, and $75. It would set the maximum out-of-pocket at $5,000. He said the second option would raise the co-pays by the same amount as option one, but would raise the maximum out-of-pocket expense to $10,000.

"I'm going to leave the decision to you (Mathis) and Frank (Sifford)," said Jarrell.

Several county elected officials were present, including Collector/Treasurer Carla Moore, Sheriff Carl Hefner, Assessor Jody Lemmon, Recorder Kay Asbell, Public Administrator Pam

Lape and Prosecuting Attorney Russ Oliver.

Mathis asked the elected officials for input.

Asbell questioned whether the deductibles would stay the same. Moore said she appreciated the coverage provided by the county.

Lemmon said the insurance was one of the attractions in finding employees. He said the pay didn't necessarily draw employees, but the benefits helped.

"Good strides were made by this commission," commented Lemmon.

"I've already made up my mind," said Mathis.

"Today we are deciding on insurance options only," Mathis told those present. "We will decide the deductible question later. I am open to changes in the deductible or whether the county pays all the premium or the employees pay part of it."

"I'm ready to vote," said Mathis.

Sifford made the motion to continue the current health insurance policy. It was seconded by Jarrell, and passed by a 3-0 vote.

In other business, Oliver told the commission that his office had $15,000 in a tax fund expenditure account, but the budget was for $3,000. He said his office had expended $3,200 with the recent purchase of portable shelving in the basement

of the Government Building. He said he wanted to make the commission aware of it so they could amend the budget as required by auditors.

Mathis said the commission was aware of the situation and had put it into the minutes when they decided the bookshelf purchase should come from this fund. Sifford said the budget would be amended in December when the other budget amendments were considered.

County Clerk Joe Watson reported that Elk Township had posted the bridges in their area which the Missouri Department of Transportation had noted were missing in an inspection. Mathis asked if all the bridge postings had been completed, and Watson responded, "They are all done."

A complete set of blueprints were presented to the commission for the electrical work to be done at the County Jail. Mathis said the commission would look them over and approve them at a later meeting. At that point bids will be taken on the project.

(AP) ? The campaign ad crush has intensified and expanded in the final week of the presidential contest, with President Barack Obama, Republican challenger Mitt Romney and allied independent groups making their final, full-throated advertising pitches to voters in the major battlegrounds.

The Romney team began airing ads in Pennsylvania for the first time in the general election after venturing into Minnesota late last week, signaling a renewed effort to broaden the map of potentially competitive states. Obama's team responded in kind in both places and will go on the air in Michigan to counter a $2 million ad push there by a pro-Romney group.

A presidential campaign advertising effort likely to total more than $1 billion was on track to end just as it began, with a blizzard of TV commercials in a handful of states aimed at still-persuadable voters who may decide the election.

Obama's campaign has sunk more than $28 million into TV ads for the remainder of the contest, according to media trackers who follow the presidential race. Ohio is the top prize, seeing $6.5 million in Obama ad spending through Tuesday, Election Day.

The Obama campaign is running two ads in Ohio. In one, titled "The Problem," Romney is criticized for saying he would deal with China on the economic front while having a history of investing in companies that outsourced U.S. jobs. Another spot, "No One Was Looking," plays off Romney's comments, caught on tape at a private fundraiser in May, about the "47 percent" of Americans who don't pay federal income tax but also criticizes him on taxes, job outsourcing, Medicare and education.

The Obama campaign also is spending $5.4 million in Florida and $4.1 million in Virginia. An ad titled "Looking" was in heavy rotation in both states, while Florida voters also were seeing "Unbreakable," aimed at Jewish voters and touting Obama's commitment to Israel, and "Remember," which criticizes Romney on Wall Street regulations and taxes. Also airing is a Spanish-language version of "Determination," in which Obama makes a direct appeal for a second four years in office.

The rest of Obama's final campaign ad buy was spread across the other major swing states ? Colorado, Iowa, Nevada, New Hampshire, North Carolina and Wisconsin ? plus Minnesota and Pennsylvania, which Romney is trying to put into play.

Romney aides point to tightening polls in Minnesota, which Obama carried by 10 percentage points in 2008. Romney's campaign had placed $17.2 million in ads for the final week by Tuesday afternoon, a figure that was expected to climb.

The Obama campaign also indicated Tuesday it would begin advertising in Michigan to counter a $2 million ad buy from the pro-Romney super political action committee Restore Our Future. The super PAC, which was founded by several former Romney aides, has run a total of $10 million in ads in Michigan. It's the only group to actively advertise in a state generally considered an Obama stronghold.

Romney's team spent $5.1 million on commercials in Ohio, where polling has shown him a few points behind Obama for most of the contest. The state's 18 electoral votes are crucial to Romney's effort to amass the 270 needed for victory. No Republican in the past 110 years has won the presidency without Ohio, and a loss there would mean Romney would have to carry virtually all the other swing states in order to prevail.

Romney also was spending $4.2 million in Florida and $2.3 million in Virginia and was advertising in all the swing states Obama was targeting. Romney was spending just $150,000 on ads in New Hampshire, compared with $2 million for Obama, and just $564,000 on ads in North Carolina, compared with $1.1 million for Obama. But campaign ad trackers expected Romney's team to boost its spending across the board in the coming days.

The Romney campaign was running a mix of ads in the final week of the race. In one, "Bringing People Together," Romney stresses the need for bipartisanship and says he worked with Democrats as governor of Massachusetts. In another, "Cabinet Members ? Humanity," women who worked in his Cabinet laud his attitudes toward the poor, working women and families.

Romney called himself "severely conservative" earlier in the campaign but since has tried to appear more moderate to appeal to women and swing voters.

His campaign continues to run a controversial ad in Ohio suggesting that Chrysler, one of the auto companies boosted by a federal bailout, was planning to move production of its Jeep line to China. The claim drew a rebuke from company CEO Sergio Marchionne, who insisted Chrysler has no plans to shift U.S.-based Jeep production overseas.

The Romney team's new ad buy in Pennsylvania, a state that had been considered safe for Obama, followed that of several independent groups supporting Romney's candidacy.

Restore Our Future announced it would advertise in Pennsylvania as part of a $20 million, multistate push in the final week. Another pro-Romney group, Americans for Job Security, was spending about $1.2 million on ads in Philadelphia, while American Crossroads, a super PAC tied to President George W. Bush's longtime political counselor Karl Rove, announced Tuesday it would spend $1.2 million on ads in the rest of the state.

American Crossroads and a companion group, Crossroads GPS, planned to spend more than $17.7 million on pro-Romney ads in the top battlegrounds.

Obama, for his part, was getting an assist from Priorities USA Action, a super PAC formed by two former White House aides. The group was spending $9.5 million on commercials in the final week, including $2.7 million in Ohio.

Hurricane Sandy prompts networks to air reruns

Hurricane Sandy is forcing several broadcast networks to back out of programming plans for Monday night.

?CBS and the CW are among the networks that have decided to air encores in lieu of previously scheduled originals, adding several series to the growing pile that already includes ABC's?"Jimmy Kimmel Live!"?and Comedy Central's?"Daily Show"?and?"Colbert Report."

The weather system, which is already battering the East Coast and is expected to cause power outages along the seaboard over the next day, is greatly reducing the number of eyeballs that could tune into the night of mostly original programming

Though CBS has yet to issue a formal statement on programming changes,?The Hollywood Reporter?has learned from multiple reps associated with shows from the Monday lineup have been informed that they will now be repeats. That includes new episodes of "How I Met Your Mother," "Partners," "2 Broke Girls," "Mike & Molly"?and?"Hawaii Five-0, "many of which had episodes thematically tied to Halloween.

New episodes of "90210"?and?"Gossip Girl"?will also be delayed until next Monday, with The CW airing repeats of last Monday's episodes instead.

When contacted by "THR," a rep for NBC said that no changes were currently expected for the schedule. That means the network's typically dominant block of "The Voice"?and "Revolution"?will air originals as expected.

German joblessness rises as euro zone crisis bites

BERLIN (Reuters) - German joblessness rose for a seventh month in a row in October, highlighting the vulnerability of Europe's biggest economy to the euro zone crisis.

Economists expect the trend to reverse, however, as growth revives in the new year.

The number of Germans out of a job rose to 2.937 million in October, up 20,000 from the previous month. The consensus forecast in a Reuters poll of 31 economists was for unemployment to rise by 10,000..

Joblessness, however, remains near its lowest level since German reunification more than two decades ago. Labour Office data released on Tuesday showed the unemployment rate steady at 6.9 percent, unchanged from a revised figure for September.

This stands in marked contrast to the chronic joblessness suffered by weaker members of the euro zone such as Spain, where one in every two young people is unemployed.

"The weaker economic situation is having a noticeable impact on the (German) labour market. However, the jobs market overall is proving robust and is in good shape," said Frank-Juergen Weise, head of the Labour Office.

The global slowdown and the euro zone's three-year debt crisis are weighing on companies' readiness to invest and recent surveys have shown business confidence in Europe's powerhouse economy sagging badly, though few economists expect a recession.

"Today's numbers provide further evidence that the labour market is gradually losing steam, indicating the cushioning impact on the economy should peter out in the coming months," said Carsten Brzeski of ING Bank.

"However, the lack of qualified employees and still strong labour demand in domestic sectors should make the current slowdown a very gentle one."

SLOWDOWN

Germany's economy powered through the first two years of the euro zone sovereign debt crisis, racking up growth of 3 percent in 2011, but has slowed steadily this year to 0.5 percent in the first quarter and 0.3 percent in the second.

Chancellor Angela Merkel's center-right coalition, which faces an election next year, expects the German economy to grow by only 0.8 percent overall this year and by 1 percent in 2013.

Economists noted that more companies, especially in the car industry, had reintroduced short-time working and this would have a negative impact on joblessness in the engineering sector.

Engineering association VDMA said German engineering orders rose 11 percent in real terms in September from a year before but it attributed the strong figure to one-off big ticket items from abroad and said domestic orders fell 1 percent in the less volatile three-month comparison.

In other signs of weakness, sports apparel maker Puma said recently it was looking at more cost-cutting measures after third-quarter results came in below expectations, hit by the slowdown in Europe.

German industrial conglomerate Siemens aims to slash production costs and could cut jobs as business this year proves tougher than expected.

However, economists said the recent calming of investor sentiment over the euro zone crisis should start to have a positive impact on Germany's economic performance.

Euro zone economic sentiment fell less than expected in October, data from Brussels showed on Tuesday [ID:nL5E8LU611].

"In the coming months, labour market data will probably be rather weak. Things can only improve once the relative calm currently experienced by financial markets is transferred to the real economy," said Christian Schulz of Berenberg Bank.

"That will probably be at the start of next year, when the economy is growing again. That will then have a delayed effect on the labour market," he added.
